Knowing the right authority saves weeks. This guide explains which office handles which matter, and the order in which to escalate if you do not get an answer.
Categories of authority

জেলা প্রশাসন
District Magistrate & Collector, Additional District Magistrates, Sub-Divisional Officers. For revenue, land, certificates, disaster relief and scheme delivery.
District Police
জেলা পুলিশ
Superintendent of Police, Additional SP, Deputy SP and Officers-in-Charge of police stations. For complaint registration, safety and law-and-order matters.
Block Administration
ব্লক প্রশাসন
Block Development Officers and Joint BDOs. For rural works, job cards, housing lists, pensions and welfare entitlements.
Municipal Bodies
পৌরসভা
Municipal Chairpersons, Executive Officers and ward offices. For urban water, drainage, waste, trade licences and building matters.
Departmental Heads

Principal Secretaries and Directors at the state level. For policy questions and matters unresolved at district level.
How to escalate, in order

Start local
Gram Panchayat, ward office or the police station concerned. Most matters are resolvable here and a written receipt should be obtained.

Block or municipality
If the local office does not act, approach the Block Development Officer or the municipal Executive Officer in writing.

District level
Escalate to the Sub-Divisional Officer, District Magistrate or Superintendent of Police with copies of earlier applications.

This office
If the district level has not responded, write to the Minister-in-Charge with your reference numbers. The matter is taken up directly.
